Digital Project Manager; Product Owner

Bixal, October 2018 – Present

Currently serving as the lead Project Manager and providing Product Owner support for Health & Human Services (HHS), Assistant Secretary for Public Affairs (ASPA), Digital Communications Division (DCD) internal communications initiative for the Office of Human Resources (OHR) and the HHS Careers website design, development, and launch. This project will provide key information and resources to 80,000+ HHS employees and the general public.

Responsible for the day-to-day management and operations of multiple projects, including website launches, online communications tools, web applications, advertising campaigns, and data reporting.

Working closely with the federal point-of-contact, as well as internal technical and program team leads to plan and execute system operations projects across multiple teams. Collaborates regularly with other project managers to capture business goals, manage projects, and assign resources. Develop and manage project management plans, product roadmaps, and change management requests. Prepare monthly status reports, performance and change reports, and occasionally supports the on-boarding of new project personnel.

As the third person to join this boutique, creative digital agency, created and executed—from scratch—the client-facing brand strategy and systematized operational procedure for projects and marketing campaigns.

In five (5) years, enabled GSS leadership to become the “go-to” agency for foreign defense and domestic maritime industries—aiding growth from  three (3) clients to 20+ customers in that span. Led both in-house and distributed design and development teams, generating a portfolio of maritime industry-focused digital projects and online advocacy campaigns unrivaled by any other firm in the US.
